CALIFORNIA: “Republican candidate Meg Whitman is sign-posting her desire for Latino voters in the California gubernatorial race — literally, with billboards and bus stop advertisements,” CNN writes. “One ad reads, ‘NO a la Proposición 187 y No a la ley de Arizona,’ and translates to ‘No to proposition 187 and No to the Arizona law.’ The other reads ‘Más Trabajos’ or ‘More Jobs.’”

CONNECTICUT: “The front-runner in the latest public Democratic gubernatorial primary poll, Ned Lamont, is refusing to participate in a live televised debate two weeks before the Aug. 10 primary, prompting withering criticism from his Democratic rival, Dan Malloy,” the Connecticut Monitor reported Wednesday.

FLORIDA: USA Today profiles some candidates with financial backgrounds being hit on their Wall Street ties, including Democratic gubernatorial candidate Alex Sink: “As bankers take heat for the worst recession in decades, dozens of political candidates with financial experience are being challenged to explain their role in the banking sector’s collapse.” Sink “has had to address her past as a Bank of America executive… the Republican Governors Association ran an ad portraying Sink as “one of them” for her banking work. She was president of Bank of America’s Florida operations from 1993 to 2000.” (Of course, the GOP has its share of Wall St. types. Ohio GOP gubernatorial candidate John Kasich has had to defend his ties to Lehman Brothers.)

Republican gubernatorial front-runner Rick Scott is suing the state to prevent his primary opponent, Bill McCollum, from taking advantage of the “millionaire’s amendment,” a provision that “lets traditional candidates such as McCollum get tax dollars to subsidize their campaigns when they are being vastly outspent by independently wealthy candidates like Scott,” the St. Petersburg Times reported.

LeBron bringing Floridians together… “Rep. Kendrick Meek (D-Fla.), who is running for Sen. George LeMieux’s (R) Senate seat, declared basketball an area of common ground with potential Republican opponent Marco Rubio Thursday morning,” The Hill reports, as Meek said, via Twitter, “Shocking! We agree RT @marcorubio: @kingjames(aka Lebron)come to Florida!”

KENTUCKY: “Republican Senate candidate Rand Paul said Thursday that harsh criticism of BP by President Barack Obama’s administration could contribute to the oil giant’s demise and harm its ability to pay for cleanup of the massive Gulf of Mexico oil spill,” the AP reports. “The comments came in response to blistering criticism by Democratic opponent Jack Conway at their first appearance together. Conway blasted Paul for saying in late May that Obama’s stance toward BP was un-American and anti-business. Those and other comments by Paul led to a backlash at the time that caused the Republican to retreat from the national scene for a couple of weeks.”

“Rand Paul is taking his tea party-backed campaign to New York City for a fundraiser hosted by former GOP presidential candidate and multimillionaire Steve Forbes,” scheduled for Monday, the AP writes.

MISSOURI: The New York Times writes that at a Kansas City, MO, fundraiser for Senate candidate Robin Carnahan, “the president invoked what is turning out to be one of his favorite election-season analogies, likening Republicans to teenagers’ learning to drive a car. ‘Now, if your teenager drives into a ditch — your car — bangs it up. Got to pay a lot of money to get it out. What do you do?’ Mr. Obama asked at the fund-raiser, drawing chortles from the crowd. ‘You take the keys away. These folks drove the economy into a ditch, and they want the keys back. And you’ve got to say the same thing to them that you say to your teenager: You can’t take the keys back, because you don’t know how to drive yet.’”

NEVADA: Sharron Angle is going up tomorrow with a new ad that will run statewide.

“Senate Majority Leader Harry Reid’s weeklong campaign swing was intended to show he can deliver not only economy-stimulating government projects to Nevada, but also the Democratic Party’s rock star campaigner, President Barack Obama,” the Las Vegas Sun writes. “But as Reid seeks to parlay Obama’s political might into a victory in November, he might be tapping a dwindling source of political capital,” given Obama’s approval ratings dip.

NEW YORK: “Republican Congressional hopeful Chris Cox has no interest in bailing out of the race to unseat incumbent Democratic Rep. Tim Bishop in NY-1, despite the very public urging of Suffolk Conservative Chairman Edward Walsh,” the New York Daily News reports. In a letter, “Walsh wrote that despite Cox’s having run a ‘spirited campaign,’ he could not ‘see a path to victory’ for him, and that [Conservative Party favorite Randy] Altschuler was the field’s best hope of ousting [Democratic Rep. Tim] Bishop.”

TENNESSEE: “A new WSMV Poll in Tennessee shows Bill Haslam (R) leading for the Republican gubernatorial nomination with 32%, followed by Zach Wamp (R) at 21% and Ronald Ramsey (R) at 11%,” Goddard notes.

“He cited a claim made famous by Palin that the Democratic health care bill would create ‘death panels’ to decide whether elderly or sick people should get care. ‘There were no death panels in the bill … and to encourage that kind of fear is just the lowest form of political leadership. It’s not leadership. It’s demagoguery,’ said Inglis, one of three Republican incumbents who have lost their seats in Congress to primary and state party convention challengers this year. Inglis said voters eventually will discover that you’re ‘preying on their fears’ and turn away.”

Indiana Republican Sen. Richard Lugar criticized Mitt Romney for what Lugar described as a “hyperbolic attack” on the new Strategic Arms Reduction Treaty (START). Lugar said Romney “repeats discredited objections and appears unaware of arms control history and context,” and added: “In advancing these arguments, he rejects the Treaty’s unequivocal endorsement by the Defense Department led by Secretary Robert Gates and the Joint Chiefs of Staff. He also distances himself from prominent Republican national security leaders, including Jim Schlesinger, Henry Kissinger, James Baker, and Brent Scowcroft, who have backed the Treaty after thoughtful analysis.”

Speaking of demagogues… At an event for Ken Buck in Colorado, Tom Tancredo called President Obama the greatest threat to America. “I firmly believe this–it’s not just, you know, sort of a dramatic statement that a person would make to get press or something, or ink,” Tancredo began. “I believe this with all my heart. The greatest threat to the United States today, the greatest threat to our liberty, the greatest threat to the Constitution of the United States, the greatest threat to our way of life, everything we believe in, the greatest threat to the country that was put together by the founding fathers is the guy that is in the White House today.”

Buck, for his part, denounced Tancredo’s comments on a conference call with reporters: “I was surprised when Tom said that. I think he tends to exaggerate sometimes… I respect him [President Obama] as our leader.”

*** Forward vs. backward: It was lost in all the attention on LeBron James’ decision (it’s the Miami Heat), the spy swap, and the appeals court decision rejecting the administration’s offshore-drilling moratorium. But President Obama — in campaign stops yesterday in Missouri and Nevada — made what appeared to be the Democrats’ clearest midterm argument: moving forward vs. moving backward. “You’re going to face a choice in November,” Obama said in Missouri. “This is a choice between the policies that got us into this mess in the first place, and the policies that are getting us out of this mess. And what the other side is counting on is people not having a very good memory.” Republicans, he added, are not “coming back and saying, ‘You know what, we really screwed up, but we’ve learned our lesson and now we’ve got this new approach and this is how things are going to turn out really well.’ That’s not their argument.”

*** Singling out the Bartons, the Boehners, the Blunts, and the Angles: Also in Missouri, Obama used his now-familiar “car keys” line. “These folks drove the economy into a ditch, and they want the keys back. And you got to say the same thing to them that you say to your teenager: You can’t have the keys back because you don’t know how to drive yet.” He took a shot at the “Bartons and the Boehners and the Blunts,” saying: “They’ve got that ‘no’ philosophy, that ‘you’re on your own’ philosophy, the status quo philosophy.” And in Nevada last night, Obama singled out Sharron Angle. “She wants to phase out and privatize Social Security and Medicare… Said the answer to the BP oil spill is to deregulate the oil industry… She called the compensation we’re providing a slush fund… Now, a few hours later, her campaign puts out a memo saying, well, she didn’t mean that. They said there was some ‘confusion.’ And I’m sure she meant ‘slush fund’ in the nicest possible way.”

*** The GOP’s argument — just look at the unemployment rate: But the Republican midterm argument is equally simple and perhaps more powerful: The nation’s unemployment rate — under Democratic control — is near 10%. In fact, a new 60-second statewide TV ad by Angle makes this very point. “When Harry Reid became Majority Leader Nevada’s unemployment was only 4.4%,” the ad displays to somber music. “Now Nevada unemployment hits 14%, leads nation.” More: “Since Harry Reid has become Majority Leader, 135,000 Nevadans have become unemployed.”

*** Obama and Biden today: President Obama is still in Las Vegas today, where he makes remarks on the economy at 12:05 pm ET. And Vice President remains on the West Coast, attending another event for California Sen. Barbara Boxer and also taping an appearance on Leno.

*** The Chamber’s million: One of the few apparent disadvantages Republicans have this midterm season is party money. When you add up all the federal party organizations (DNC/RNC, DCCC/NRCC, DSCC/NRSC), Democrats have a million cash-on-hand advantage over Republicans, million to million. (When you add the DGA and RGA figures, however, the parties are on equal footing due to the RGA’s huge fundraising numbers.) But one GOP-leaning interest group is planning to step up — the U.S. Chamber of Commerce, which has been one of the Obama administration’s chief critics on health care and energy/climate change. Earlier this month, lobbying reporter Peter H. Stone revealed that the group planned to raise million to spend on the midterms. A Chamber spokesman wouldn’t confirm or deny that figure. “We will raise and spend a significant amount of money,” the spokesman told First Read. But if the million figure is correct, that would dwarf the amount any interest group spent on state or federal activities in 2008.

*** Dems signal the alarm: And it’s just not the U.S. Chamber. Democrats are passing around a memo showing that other GOP interest groups — like Karl Rove’s/Ed Gillespie’s American Crossroads, the Club for Growth, and the NRA — are planning to spend a combined 0 million this election cycle. “There’s a real danger that we’ll see an avalanche of special-interest money flowing into these campaigns,” DCCC Chairman Chris Van Hollen told the Washington Post. “This kind of money can clearly affect the outcome of elections. That’s why they’re doing it. And that’s why it’s important [for Democrats] to try and confront the challenge.” Of course, the memo and Van Hollen’s comments are intended to send a message to Democratic-leaning groups — like organized labor, MoveOn, and others — to also step it up and start raising and spending their OWN special interest money.

*** Perception vs. reality: Speaking of the U.S. Chamber (and its criticisms of Obama), Democrats and liberals are pushing back against the perception that the administration’s policies have been bad for business. In an interview with Politico, White House Chief of Staff Rahm Emanuel said that the White House’s actions — the stimulus, the stabilization of the financial industry, the decision NOT to nationalize the banks, the rescue of the auto industry — have all benefited American corporations and businesses. And in his New York Times column today, Paul Krugman makes this point: “Job creation has been disappointing, but first-quarter corporate profits were up 44 percent from a year earlier. Consumers are nervous, but the Dow, which was below 8,000 on the day President Obama was inaugurated, is now over 10,000. In a rational universe, American business would be very happy with Mr. Obama.”

*** Business’s argument: The private sector’s argument about the Obama White House is that it needs more certainty about what’s coming, and that’s why businesses and corporations are on the sidelines with some of their cash reserves that the White House would argue should be used for job creation. The Chamber’s chief, Tom Donahue, will be on the “Daily Rundown” this morning to talk about this and their political goals for the fall.

*** The governors are coming! The governors are coming! The National Governors Association annual meeting kicks off in earnest in Boston. On the agenda of the three-day conference: an opening press conference (at 10:00 am ET today); a plenary session on health care (at 11:30 am); panels on energy, homeland security, and the economy (Saturday); and a closing plenary on the federal budget deficit (Sunday). Msnbc.com’s Carrie Dann previews the meeting. “Amid fierce angst about government spending, stubbornly high unemployment rates, and raging policy arguments over immigration and health care — being a member of Congress running for re-election can seem like one of the roughest jobs out there. But try serving as governor. Being one of the 50 chief executives right now is ‘the worst job in American politics,’ says Jennifer Duffy, who tracks governors’ and senators’ races for the Cook Political Report.”

*** Setting the 2012 calendar: There’s another meeting to watch today — this one in D.C. At 1:00 pm ET, DNC’s Rules and Bylaws Committee meets, and it’s expected that they’ll vote on dates for the pre-window states (IA, NH, SC, NV) and reducing the influence of superdelegates.

*** Time for another special election: And speaking of the calendar, it looks like we’ll have a special election in November for Robert Byrd’s Senate seat. “West Virginia’s attorney general has determined that Gov. Joe Manchin III can call a special election this year to fill the vacancy created by the death of Senator Robert C. Byrd, clearing the way for a contest in November to fill the remaining two years of Mr. Byrd’s term,” the New York Times writes. Manchin on MSNBC’s “Daily Rundown” this morning said it is “highly likely I will” be on the ballot to replace Byrd this fall. He also, however, said he won’t set a date until the legislature can “clarify.” He said Byrd was a stickler for the rules and the Constitution and, “He’d want us to do it and do it right,” Manchin said. “I don’t want to put anyone in under a cloud of legal dispute.”

Another court ruling: “A US district court judge in Boston yesterday declared unconstitutional a 1996 law that bars federal recognition of same-sex marriage,” the Boston Globe reports. “Judge Joseph L. Tauro, ruling in two separate challenges to the Defense of Marriage Act, declared that the law ‘induces the Commonwealth to violate the equal protection rights of its citizens’ and ‘plainly intrudes on a core area of state sovereignty, the ability to define the marital status of its citizens.’”

First Lady Michelle Obama heads to the Gulf region Monday for the first time. She will “meet with locals in Panama City Beach, Fla., about the impact of oil spill” and “receive a briefing and later make a public speech that evening,” The Hill writes.

White House Press Secretary Robert Gibbs said President Obama wanted LeBron James to go to Chicago, and there were plenty of Obama references in last night’s LeBron-athon. (Really, some Vitamin Water drinker wanted to know if James could beat Obama in a game of H-O-R-S-E?) The New York Times calls this new Heat team: “Miami in Pinstripes: the New Evil Empire.”

2. Delaware (2): This race has been quiet, and that only favors Mike Castle (R).
3. Arkansas (3): Passage of Wall Street reform will be a feather in Blanche Lincoln’s (D) cap, but she remains the underdog to John Boozman (R).
4. Indiana (4): Brad Ellsworth is up with his first TV ad criticizing lobbyists (see: Coats, Dan). But what is the bigger albatross in Indiana right now: being a lobbyist or being a supporter of the Democratic agenda?
5. Nevada (5): Is Harry Reid (D) vs. Sharron Angle (R) the purest Senate toss-up in the country? The winner might need just 45% (with “None of the above” on the ballot).
6. Pennsylvania (7): If Nevada isn’t a pure toss-up, then this race probably is. Joe Sestak’s (D) advantage: the Dem registration edge in the state. Pat Toomey’s (R): the national environment and the GOP edge in the gubernatorial contest.
7. Florida (unranked): The longer the BP story plays out and the closer the Meek-Greene Dem primary becomes, it’s hard to believe how that doesn’t help Charlie Crist’s indie bid.
8. Illinois (6): We’re unsure what’s worse — Alexi Giannoulias’ (D) bank woes or Mark Kirk’s (R) constant misrepresentations about his record?
9. Washington (10): The GOP now has chances to win in California, Washington, and Wisconsin, but Dino Rossi (R) is probably the strongest of all the Republicans running in these blue states.
10. Ohio (8): Lee Fisher (D) has a serious money disadvantage vs. Rob Portman (R), but does Ted Strickland in the gubernatorial contest push Fisher over the finish line?

The other races we’re watching (in order of likely takeover): Colorado, Kentucky, Missouri, Wisconsin, California, New Hampshire, Connecticut.
